Of course the next question is how do you get a tiny length of tube...

Roll the tube back and forth under a Swann Morton blade.

Having used the same technique suggested by JB for many years. I recently found that if you need multiple similar pieces, it's easier to put the tube in a pin vice with the thickness that you require protruding. Then use a piercing saw to cut it off. You soon get used to cutting just so far through the tube that it doesn't ping off into the ether. A quick touch with a thumbnail pops it off into your hand.

I do it like this. Cut the handrail @ 3mm too long. Slide the tube over the rail to where the end of the rail is and solder in place. You can now snip with side cutters and finish off with the file to the length you want. The remaining tube then needs the end cut off by rolling under a scalpel and snapping. If it pings into the ether it doesn't matter as it's waste.
